Cities: Skylines (Xbox One X) Freezing at load

I last played about 4 days ago without issue. I went to boot up the game last night and got to the screen that says 'Press A'. It then starts to load with the spin wheel, then freezes. I quit the game and rebooted about 10 times, freezes in the same spot. I moved the game and all DLC's to my internal HDD. Tried booting it up again, and freezing in the same spot. I uninstalled everything and redownloaded the game only. Same problem. Then I redownloaded all the DLC packs and still have game freezing going on. I have noticed that if I continue to smash the 'A' button, it makes the confirmation noise over and over until the wheel stops spinning, then nothing happens. I can still use my xbox guide to quit the game app, and the normal functions of the xbox, but cant seem to get into the main menu for the game.
* I am in the Xbox Insider Skip Ahead program and we had an update yesterday morning. That has caused a few issues with trying to launch games from pins. I also noticed that I could not connect with anyone in Halo 5, but had no problems with Battlefield V or The Division 2. Not sure if this is relevant, just trying to be as precise about the situation as I can.

I am in the Xbox Insider Skip Ahead program and we had an update yesterday morning. That has caused a few issues with trying to launch games from pins. I also noticed that I could not connect with anyone in Halo 5, but had no problems with Battlefield V or The Division 2. Not sure if this is relevant, just trying to be as precise about the situation as I can.

Can you opt out of that back to the production OS version?

Aside from that, all I can suggest is to try this:

- uninstall the game from the XBox

- clear the XBox cache and game files (save game data)

- install the game again
