When i try to run the game i get error window with: ERROR: "Unable to locate the configuration file".

What is your game version?
Steam version. Game version doesnt matter; version from 3 years ago had this to.

What expansions do you have installed?
After Dark

What mods are you using?
NONE

Please explain your issue is in as much detail as possible.
When i try to run the game i get error window with labels: ERROR: "Unable to locate the configuration file". I had this bug for few years now, it prevents me from playing the game. I recently tried to install the game on new Windows10 installation without mods and without steam cloud saves, but it doesn't help. Iv'e been searching google for this error message once a year, but i must be the only one with this issue...

Can you replicate the issue? If yes, please explain how you did it.
1) Install game;
2) run the game.

Attach your games output.log, error.log and DX diag.

I have no outpu.log or error.log from Cities Skylines.

I could only find output_log.txt at \Steam\steamapps\common\Cities_Skylines\Cities_Data.

That error appears after you hit PLAY in the Paradox Launcher, is that right?

If so please try a **clean** reinstall of game and Steam:

- Remove the game from Steam (uninstall)
- exit the Steam app entirely
- Manually delete all these files and folders, if still there:

...\Steam\steamapps\common\Cities_Skylines\
...\Steam\SteamApps\workshop\content\255710\
...\AppData\Local\Colossal Order\Cities_Skylines
(first move the /saves/ folder elsewhere to keep your save games)
(To see the AppData folder you'll need to enable View Hidden Items in File Explorer)

- delete everything in the Steam folder EXCEPT steam.exe and the SteamApps folder
- run steam.exe to rebuild all that

- Install the game again and see if it runs now.

Error appears after i hit play in steam launcher, or desktop icon.

I did everything as instructed. There was no 255710 folder. I have no save files.

It didn't solve the issue. I still get the same error message.

What else can i do?

So you never see our launcher, is that right? If so Please try this:

- exit the Steam app entirely
- uninstall Paradox Launcher v2 from the Windows "Apps and features" utility, if still present.

Delete the following folders if still present:

- C:/users/<UserName>/AppData/Local/Programs/Paradox Interactive/
- C:/users/<UserName>/AppData/Local/Paradox Interactive/
- C:/users/<UserName>/AppData/Roaming/Paradox Interactive/launcher-v2/
To see the AppData folder you'll need to enable View Hidden Items in File Explorer.

- run steam.exe as the Windows Admin user

- run the game from the PLAY button in Steam

IF that doesn't help, in this folder are some .log files:
C:/users/<UserName>/AppData/Local/Paradox Interactive/launcher-v2/
