Unable to connect road on edge of boundary.

Please explain your issue is in as much detail as possible.
Road on edge of boundary will not let me delete or place anything on it. Keeps popping up to connect a road but it is impossible to connect to or edit. No matter how i try. It keeps popping up to connect it to something tho which is extremely annoying. Especially when it won't let you connect anything to it. I am getting space is occupied error.

Can you replicate the issue? If yes, please explain how you did it.

Road on edge of boundary will not let me delete or place anything on it. Keeps popping up to connect a road but it is impossible to connect to or edit. No matter how i try. If you're in the map editor, then you need to start from the edge and bring it into the city.

If you're in-game already, then it sounds like you bulldozed the existing road, and it bulldozed itself to outside of the city. You need to start over or unlock the tile to gain access to it.

If you just started a new game, then it may be simpler to start over.

OK, I see the picture now. You will need to unlock that tile tile for it to work. It is stuck in the border area.

OK, can you extend that road in any direction? it seems partially in the city already. Can you upgrade to a different road or same as road it is connected to and test again. Can you bulldoze other existing roads if they are too close and stopping you from extending it? Maybe try other road tools and make a curved road, or freeform road.

But it looks like it is connected to an on-ramp, so upgrade it to a ramp road from the highway section.

I cannot delete or change the road as it is out of the border. It keeps popping up saying I need to connect it. No matter which way I try connecting to it, it tells me the space is occupied. I can't extend it for that reason. I have tried it with everything else around deleted and it does the same thing. I can't bulldoze it either. Does not change results by changing road types either, I tried all of them.

I'd rather not be messing around with mods, especially when it's just a bug in the game. And the problem is it's saying the the space is occupied, not out of city limits.

If you can live with it, I can live with it.

Just be careful bulldozing near any of the borders, and there are some that glitch out right on the border. So I always leave 2 segments of roads at borders, so it doesn't glitch on me. just to be safe.

Also, which map is it? Then I can maybe test it on my end and report it to paradox/devs.

Ah yes, that is the base game map. I'm sure that one has been reported. Maybe just not that tile.

Thank you for the report! I'm afraid that fixing the map won't fix the issue in your save. Enabling road anarchy with the mod Fine Road Anarchy 2 should let you make the connection again, and the mod can be removed afterward.
