Trees Flickering, Blue Roads, Assets Disappearing at certain zoom levels.

After Dark, Snowfall, Natural Disasters, Mass Transit, Green Cities, Parklife, Industries, Campus, Sunset Harbor, Airports

Please explain your issue is in as much detail as possible.
I've tried fixing this for a few days and can't seem to figure it out. Whenever I load up a new game, or a save, I get an glitch where trees flicker, roads turn blue, and assets disappear whenever I zoom around. No idea what's causing it, tried everything, and only recently started playing the game. Using the loading screen mod it says I have enough ram as well. Tried updating drivers with a clean install, playing without the few mods I have, and whatever else I could find on the forums.
So far the only thing guaranteed to work is either exiting to main menu and loading a new game, or running the game in -force-d3d9 in the shortcut settings.
System info-
Nvidia 3060ti
RAM 32gb 3200mhz
AMD Ryzen 5 5600x
Game installed on SSD
Can you replicate the issue? If yes, please explain how you did it.
Just loading a save or starting a new game. Seems to be a pretty rare bug, but reported before.
