Trains not despawning from map

1.13.3-f9
What expansions do you have installed?
After Dark, Snowfall, Natural Disasters, Mass Transit
What mods are you using?
the traffic management one and some additional things I have only installed in efforts to try and identify and solve this problem
Please explain your issue is in as much detail as possible.
Trains that should exit the map don't. This results in them backing up and clogging the entire rail system.
Tried different games. Tried different maps. Tried adjusting the crossover point. Tried adjusting the line designs. Tried moving the lines. The trains appears to be trying to unload passengers on the edge of the map, which simply doesn't work, and they get stuck.
Can you replicate the issue? If yes, please explain how you did it.
Replicated it by: playing another game. Any game, any map.
