The game crashes after I hit play on the launcher

What is your game version?
1.13.3f9

What expansions do you have installed?
After Dark, Snowfall, Natural Disasters, Mass Transit, Green Cities, Parklife, Industries, Campus, Sunset Harbor

What mods are you using?
I was using Traffic Manager and a couple of other standard mods, but I disabled them and the problem continues.

Please explain your issue is in as much detail as possible.


Can you replicate the issue? If yes, please explain how you did it.

I don't think you've disabled all mods as I can see several assets still being loaded. Please try this, if it works, it's 100% your mods.

  1. Right click Cities in your Steam library
  2. Select Properties
  3. Click Set Launch Options
  4. Paste in the following: --disableMods --noWorkshop
  5. Click OK
  6. Restart Steam
  7. Launch the game
 
It did not work. I even disabled the content creator packs.

Please run DxDiag.exe, save it and attach the file here. DxDiag.exe is a program you run from the Windows search box on the taskbar. After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.
 
The error log refers to d3d11.dll so it's possible it's a DirectX problem. Can you try this instead?

  1. Right click Cities in your Steam library
  2. Select Properties
  3. Click Set Launch Options
  4. Paste in the following: -force-d3d9
  5. Click OK
  6. Restart Steam
  7. Launch the game

Traffic manager was not the source of that problem. Did you update GPU driver recently?

InitD3D11RenderColorSurface: VRDevice said it created a texture, but the texture is NULL. VR platform drivers may be running with elevated privileges.

Pretty much all of those are GPU driver/device issues, also C:S does not support VR so why the game even try to use VR device? It's a laptop GPU, so maybe some kind of issue with nVidia Optimus (GPU driver feature for switching devices: Integrated in CPU <-> Dedicated)?
Anyways, always when I see that error the user has a lot of troubles with running the game and I don't know any reliable solution for that problem :confused:

Did you update GPU driver recently (looks like that's the latest version available)? Sometimes the latest driver is not the best, especially when the game is few years old.
