Steam crash to desktop from Launcher

What expansions do you have installed?
After Dark, Natural Disasters, Mass Transit, Green Cities, Industries, Campus
What mods are you using?

Please explain your issue is in as much detail as possible.
Upon hitting the Play button, the game immediately displays a crash report and creates a new crash log folder. Looking in the error log I see, "gameoverlayrenderer64.dll caused an Access Violation (0xc0000005) in module gameoverlayrenderer64.dll at 0033:ce70abc8." Note that I have deselected the "Enable Steam Overlay" option in Steam for this game.
Can you replicate the issue? If yes, please explain how you did it.
Yes. It happens every time I try to launch the game from the Launcher. Selecting "Play" in Steam successfully brings up the launcher, but pressing "Play" in the launcher immediately brings up a crash notification window.
