New Install of the game (No mods) - Cars and Pedestrians are not spawning

What is your game version?
1.16.0-f3

What expansions do you have installed?
After Dark, Mass Transit, Green Cities, Parklife, Industries, Campus, Sunset Harbor, Airports

What mods are you using?
None

Please explain your issue is in as much detail as possible.
I just bought a bunch of the DLC for Cities and installed it on my new PC. No Mods or Workshop items. Started a new city and found that no matter what I do I have no Sims. No Cars or pedestrians at all.

I've tried on multiple map types.

I went ahead and installed the DLC on my other computer where I played in the past. I double-checked that I had no mods installed as I have used them in the past and I do not. Same experience. I uninstalled and deleted all the leftover files on my computer in AppData >Colossal Order folder and in the steamapps>common folder for cities. Re-installed the game 100% vanilla. Still no Sims.

Game version: 1.16.0-f3

What's going on here?

Can you replicate the issue? If yes, please explain how you did it.

Are there cars outisde the city, on the highway? They take a while to enter your city, it's not instant

Yes, I can see them on the highways. How long should it take for them to come into the city? I recall playing in the past and getting swarms of cars as new houses were built.

I'd say 5 minutes or so

I'd say 5 minutes or so
haha wow. It's been so long since I started a new game that I thought it was broken. After your last comment, I ran it for about 5-10 minutes and the cars started to pour in. Guess I was just used to thousands of cars in my city. Thanks for the reply and your help.
