New Game Crashing

What is your game version?
1.15.0.f7

What expansions do you have installed?
After Dark, Snowfall, Natural Disasters, Mass Transit, Green Cities, Parklife, Industries, Campus, Sunset Harbor, Airports

What mods are you using?
None

Please explain your issue is in as much detail as possible.
I can't start a new game. No mods. Game keeps crashing at the New Game (City) loading screen after a while. Tried to with loading screen mod everything RAM related is green and just crashed on LoginPackPrefabs.

Can you replicate the issue? If yes, please explain how you did it.

Apparently Loading Screen Mod showed it incorrectly:

82% memory in use.
16282 MB physical memory [2801 MB free].
27283 MB paging file [1 MB free].

Your paging file is entirely consumed and you need to expand it.
