Cities: Skylines (Steam) - my saves dont only load half way

my saves dont only load half way

What is your game version?
1.13.3

What expansions do you have installed?

What mods are you using?
i was using a lot of mods but i disabled them and nothing changed

Please explain your issue is in as much detail as possible.
When i load a save it loads to half way and then it doesnt load anymore. I disabled all mods except loading screen mod, and now every save in wich i used mods still wont load, and a save in wich i didnt use any mods loads normaly. If i make a new city with mods on, it will load for the first time, but the next time i try to load the save it loads half way and stops. I tryed reinstalling but it doesnt help. If i use loading screen mod to load cities in wich i used mods it says: simulation (failed), argument is out of range, parameter name: index. Ater that most of the screen becomes blue or brown.

Can you replicate the issue? If yes, please explain how you did it.
I realod any save in wich i used mods.

Please start your own thread as the cause might be something completely different, and include the log file AndrewT mentioned. Then we'll be able to have a look at what's happening.
