Loading Screen Gets Stuck 2/3 Into Loading Process

What is your game version?
1.15.1-f4

What expansions do you have installed?
Mass Transit, Sunset Harbor

What mods are you using?
- City Drive
- Harmony 2.2-1
- Intersection Marking Tool 1.10.2
- Railway Replacer
- Traffic Light Replacer
- Patch Loader Mod
- FPS Booster
- American RoadSigns v2.2.0
- Additive Shader
- Custom Effect Loader
- Network Skins (Airports DLC Compatible)

Please explain your issue is in as much detail as possible.
The loading screen after selecting a save to load gets stuck at about two thirds on the progress bar. I have tried uninstalling all of my mods and disabling custom assets, and it still does not load. The game only refuses to load saves of a particular city--all other city saves load with the mods enabled and all mods function as normal in the other saves.

Can you replicate the issue? If yes, please explain how you did it.

Did you build this particular city with any other mods besides those you've listed? Some mods are necessary to load a city once you use them

These are the mods I had installed the last time I successfully opened the save a few months ago. I do not believe I had any more than these installed. Does this have anything to do with the free update from last week?

I don't think so, none of these mods are on the list of broken mods (if you wanna check it out for yourself)
If you can, please attach the save and the output log (generated once you try to load the city) here.

If you're on Windows, you can find the save in: ...\Users\[your username]\AppData\Local\Colossal Order\Cities_Skylines\Saves. Bear in mind that AppData is a hidden folder, so you'll have to enable "show hidden items" to access it.
You can find the output log in: ...\Program Files (x86)\Steam\steamapps\common\Cities_Skylines\Cities_Data\output_log.txt
