Please explain your issue is in as much detail as possible.
The game/map/city that was working fine on older machine with same amount of RAM, stopped working after migrating to new one.

The error is Simulation failed, Argument cannot be null, parameter name: key.

Old system was Lenovo Thinkpad e570 with i7 processor u series, had 16GB RAM GTX920M, and no manual pagefile set up
New one os Lenovo 15-5 with Ryzen 7 4800h, 16GB of RAM and RTX 2060, and since I have set up the manual pagefile to 32GB min 64GB max

Granted, game on the older system had most of the graphic settings tuned down.

However right now the problem occurs almost always. It happens that one minute the autosave passes through and it works, and the next I trigger manual save which does not.

Can you replicate the issue? If yes, please explain how you did it.
Save game, then attempt to load it back

While there are no out-of-memory error in the output log, you are running it pretty close to the edge:
95% memory in use.
16254 MB physical memory [765 MB free].
30150 MB paging file [3591 MB free].
- expand your Windows paging file maximum size to 32gb
- unsubscribe from any mods and assets you don't actually need or use - they all consume memory all the time, even when not in use in the current city
- exit every other app you can before starting the game.

The auto save file works fine for me.

The New Goland 4 has simulation failed. Often this is caused by running out of memory during saving. Not sure if it is recovcerable.

But the autosave file seems fine and you can continue from there.

Just save as a new save all of the time to prevent further failed saves.

But increasing the pagefile is a good idea, like AdrewT suggests. Also, close all apps before launching the game.

@AndrewT, @MarkJohnson - Thank you both. My pagefile's minimum value is 32GB Maximum 64GB. I wonder If I'll set it to 64GB it'll work better.
If that won't help, I'll go through the mods and assets and leave but a few apart from the essentials....

And as the last resort, at least untill I'll upgrade system memory I should also downscale graphics options. On the old Computer I had graphics significantly downscaled and I had a bigger city on this map. (2-3k) and an older one on the standard around 100k with few less mods and a lot more custom assets... granted it was also before the latests creator packs...

leave the workshop alone. removing mods can break saves and prevent them from loading.

Instead, subscribe all and enable all workshop from content manager, then savegames, find city saved game, click the subscribe all button first to make sure everything is subscribed, then click enable all to make sure your workshop is fully enabled, it also disables all workshop that was disabled when it was last saved.

EDIT:

But yes, increase pagefile. I'd use 48GB for both minimum and maximum so it won't adjust the size at all. n64GB should be fine as well, but you may need more RAM if you want quicker loading times.
