Load into save on a black screen with visible UI

What is your game version?
1.16.0-f3

What expansions do you have installed?


What mods are you using?
A lot but I've never had issues with them previously, I have checked with compatibility report and there is only minor issues, they wouldn't cripple my game like this.

Please explain your issue is in as much detail as possible.
I load up a save as usual, but when it comes off Loading Screen Manager is shows the in-game UI, but nothing else, just darkness.

Can you replicate the issue? If yes, please explain how you did it.
This just happened one day after alt f4'd while my game was still saving, must've corrupted or messed with something. It's never been the same since then.

In the .htm file there should be a section just for networks

there are like 100's so I'm not sure what to do...

Well, you can subscribe to them just to load your save, replace them with other networks and then unsubscribe from them again.

Even if I try and start a new city the game still crashes. I don't think it ever creates a crash report though.
Does that happen before or after resubscribing to the networks?

Yes, you can try a complete reinstall by following these steps:

- Remove the game from Steam (uninstall)
- Manually delete all these files and folders, if still there:

...\Steam\steamapps\common\Cities Skylines\
...\Steam\SteamApps\workshop\content\255710\
...\AppData\Local\Colossal Order\Cities Skylines
(first move the /saves/ folder elsewhere to keep your save games)
(To see the AppData folder you'll need to enable View Hidden Items in File Explorer)

- Install the game again and see if they are there now.
