Then somehow the launcher is not even triggering the game to start, which is very very unusual, I do not know what could cause that.

Let's do a clean reinstall of Steam, game AND launcher!

- Remove the game from Steam (uninstall)
- exit the Steam app entirely

- Manually delete all these files and folders, if still there:

...\Steam\steamapps\common\Cities_Skylines\
...\Steam\SteamApps\workshop\content\255710\
...\AppData\Local\Colossal Order\Cities_Skylines
(first move the /saves/ folder elsewhere to keep your save games)
(To see the AppData folder you'll need to enable View Hidden Items in File Explorer)

- delete everything in the Steam folder EXCEPT steam.exe and the SteamApps folder
- run steam.exe as the Windows Admin user, to rebuild all that

- uninstall Paradox Launcher v2 from the Windows "Apps and features" utility, if still present.

Delete the following folders if still present:

- C:/users/<UserName>/AppData/Local/Programs/Paradox Interactive/
- C:/users/<UserName>/AppData/Local/Paradox Interactive/
- C:/users/<UserName>/AppData/Roaming/Paradox Interactive/launcher-v2/
To see the AppData folder you'll need to enable View Hidden Items in File Explorer.

- install the game in Steam again

- run the game from the PLAY button in Steam

Whew! I hope that does it!

That log is again saying the game does not think Steam is running at all.

This is a weird one, the symptoms keep changing.

How did this come to happen? The game was working one day and like this the next, or what? What change or update occurred on this machine between the last time it worked and the first time it had this problem?

That's been about one week I didn't play the game. And then I can't load new city becauese it said it was crashed. I tried to load again and again but still crashed. So I reinstalled the game in steam, this time the launcher can't launch the game. I reinstalled the parodox launcehr as well. Still failed.

Did that tool find anything to fix?

If you delete that output log does it get recreated now?

One last thing to try; what if you make a new Windows user, log into Windows as that, and try the game there - any different?

I made a new windows user and I can run the game. But I cn't run the game in another user forever....It will draw me crazy to change two users for eevrything....no solution?
That's good news! That proves your Window user profile has a problem causing this. I'm not a Windows support engineer so I don't know how to diagnose and fix that problem, but I'd assume it must be possible. Do you have any source of Windows support?

Failing that it may take a clean Windows reinstall.

But the SFC tool found nothing wrong....I'll try to fix the Windows user profile.

That can only detect and fix broken or missing Windows system files, it can't diagnose other Windows problems.
