Unable to reach Main Menu (though is a fresh Steam Install)

None, fresh install.

Please explain your issue is in as much detail as possible.
Recently bought Cities Skylines via Steam. Downloaded and opened Launcher. Everytime I hit "Play" on the Launcher I get the "Oops game crashed error". Other threads seem to be caused by memory issue, but pretty confident this PC has ample excess memory.

Can you replicate the issue? If yes, please explain how you did it.
Yes - occurred four or five times - attached one crash log.

You almost certainly have the Citrix Workspace problem.
