Cities: Skylines (Steam) - Game will not save

What is your game version?
1.16.0-f3

What expansions do you have installed?


What mods are you using?
I can't remember but I've already tried disabling all mods and assets.

Please explain your issue is in as much detail as possible.
The save icon shows up but there is no "Packaging". It doesn't matter if it's a:
- hard drive save,
- a cloud save,
- a new save,
- a new city save,
- overwriting an already existing save

The problem is exacerbated whenever I plop a building (don't matter which building) in which case it will just be stuck in a never ending saving loop (I haven't tried this on a new, no mods, city).

But I can load cities that I've already saved before this problem started.

I have not installed any new mods before this problem started, and the game was working fine with all the current mods I have right now, and I've had these mods for several months, some close to a year.

Upgraded my OS to Win 11 a month ago, and the game was working fine until this problem started several days ago.

And I have never faced this problem before.

And just in case this might be a wide spread problem on my computer, I tried saving other games, and they save alright, it's just Cities Skylines that's doing this.

I also tried:
- verifying the game,
- Admin mode,
- adding it to antivirus exceptions,
- configuring Win 11 permissions,
- and yes, disabled all mods and assets.

... nothing.

The only thing I haven't tried is reinstalling the game but I did read that other players have tried that and it still doesn't work.

I did read this from PyramidTalgia, and it might be my only hope but I don't how to do this part or what he means in this part:

"So instead of clicking on disabling read-only, I keep settings of the folder open, read-only without a click."

With over 4,400 subscriptions I suspect you are hitting some sort of memory or handling limit within the game, even with all that system memory; there are over 3,000 of these errors

IndexOutOfRangeException: Array index is out of range.

Can you reduce your subscriptions, by, say, 1,000 and test again?

I finally figured it out: it's because I had Prop Anarchy and Extended Managers Library on.

I turned them both off and my city now loads fine.
