What is your game version?
1.12.3-f2

What expansions do you have installed?
After Dark,
Snowfall,
Natural Disasters
What mods are you using?
no

Please explain your issue is in as much detail as possible.
Game stucked at paradox screen for several minutes and then crashed.
I've tried all methods listed on fourm but none worked
- uninstall launcher and reinstall
- exit steam and run stream and\or launcher and\or game as admin
- uninstall game and\or delete all contents under previous game folder

Can you replicate the issue? If yes, please explain how you did it.

It looks like you do have mods installed, or at least you did before. Try this.
  1. Right click Cities in your Steam library
  2. Select Properties
  3. Click Set Launch Options
  4. Paste in the following: --disableMods --noWorkshop
  5. Click OK
  6. Restart Steam
  7. Launch the game
 
In particular this seems to be a translation mod problem:
Mod_Lang_CHT.Mod_Lang_CHT:get_Name()

The above process will get past it I am sure. You'll need to check with that mod's author whether it's been updated to work with the current game version.

Finally I got the sulotion. I unsubscribed all mods then these two command works correctly.

That log file shows those two launch options are not in use.

It also shows a completely different error than before:

TypeLoadException: Could not load type 'CustomContentPanel' from assembly 'Assembly-CSharp, Version=0.0.0.0, Culture=neutral, PublicKeyToken=null'.
at ImprovedAssetsPanel.Mod.get_Name () [0x00000] in <filename unknown>:0

Please put those launch options in place as described, and if still a problem attach a new output log here showing what happens with them in use. Thanks.
