Game Stuck just after Loading Screen

What is your game version?
1.13.3-f9

What expansions do you have installed?
None

What mods are you using?
Only Loading Screen Mod

Please explain your issue is in as much detail as possible.
when i load any Save or Start a New City, the loading goes fine, as soon as the Save is loaded, the top 3/4 of the screen is a light blue and the bottom 1/4 is the loading screen, i left the game for 30 more minutes to check if it would fix itself and it was still showing the same thing, it has been like this since Yesterday

Can you replicate the issue? If yes, please explain how you did it.

DXDIAG is a program you run from the Windows search box on the task bar. After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.
