Game shows that its running but wont launch

What is your game version?
I cant find it

None

Please explain your issue is in as much detail as possible.
I have the game both on Epic Games and Steam. I first downloaded it on Epic Games, where the game had the same issue. I would click on it, it would show "running" then it would go back to normal again. I decided to try running it on steam, where I faced the same issue. The game also wont stop, it would just say "stopping" forever. The game used to run perfectly fine before I formatted my laptop.

Can you replicate the issue? If yes, please explain how you did it.

You can bypass the launcher by following these instructions:

- Download the attached cities.bat.zip file
- extract cities.bat from it
- Place the .bat file in your game's Steam folder (In the same place as your cities.exe)
- Right click the game in your Steam library
- Go to properties
- Select Set Launch Options
- Copy and Paste cities.bat %command% into the input box
- Select Ok
- Run the game
