What is your game version?
1.16.1-f2

What expansions do you have installed?
Snowfall, Industries

What mods are you using?
Steam workshop mods like metro overhaul and unlimited money, etc. I tried disabling them but the same problem persists

Please explain your issue is in as much detail as possible.
When I load a saved game in Cities Skylines, it mostly crashes. There has been a virtual alloc remapping error and I fixed it by turning off workshop in launch settings but the loading screen is still stuck at around 70%.

Can you replicate the issue? If yes, please explain how you did it.

perhaps you could try to install loading screen mod to see if it works. I've also had this issue before and that's what i did. If it doesn't work try compatibility report to try and see if a mod is causing any issue to see that tou need to go to option and click on the format and change it to html and after click on generate and after that click on open and the document will tell you if any mods have knowned problems or issue and if any are interferring with each other.
