Game Crashes when loading New City No Assets 3 Mods

1.13.3-F9
What expansions do you have installed?
What mods are you using?
Loading Screen Mod, 81 Tiles, Camera Utility
Please explain your issue is in as much detail as possible.
Trying to start a new game, no assets, no mods, I reinstalled plenty of times on different hard drives, verified game files, set up a page file of 64000 Mb since i have 32GB and i cant figure out whats going on...
Can you replicate the issue? If yes, please explain how you did it.
