What expansions do you have installed?
After Dark, Snowfall, Natural Disasters, Mass Transit, Green Cities, Parklife, Industries, Campus, Sunset Harbor

What mods are you using?
First attempts: assorted
Last Attempts: None

Please explain your issue is in as much detail as possible.
I hit play and a popup saying the game crashed appears.

Can you replicate the issue? If yes, please explain how you did it.
Yes, replicates itself every time I try to launch the game.

You almost certainly have the Citrix Workspace problem.
