not loading. only loading to about 10% then crashing

You're running out of available memory. With a 51 GB pagefile I highly recommend you reduce the amount of custom content you have installed until the game is stable. Also ensure that you aren't running any other apps you don't absolutely need while the game runs.

Alternately you could upgrade to increase the amount of memory your system has, or increase the pagefile significantly beyond the 51 GB that Windows has created, but I would still recommend going through your assets and removing any you don't absolutely need. You can use Steam collections to keep track of ones you might want to use in the future, so you don't need to be subscribed to any you aren't using right now.

Given you are on an integrated AMD video system and have so many DirectX 11 errors in there, We can also try this: In your Steam Library right-click on this game and choose Properties. Click on Set Launch Options, and paste this in there:

And yes, you probably have too many mods and assets subscribed for 18gb of memory, about 2,700. Try to get down below say 1,500 or even 1,000
