Display goes black after starting Cities: Skylines Steam Version, no crash

What is your game version?
1.13.3-f9

What expansions do you have installed?
After Dark, Mass Transit, Parklife, Industries, Sunset Harbor

What mods are you using?
Cannot check list because of issue; still have problems even with no mods installed

Please explain your issue is in as much detail as possible.
When I start Cities: Skylines from Steam, the display cuts in and out on my computer (periods of black screen followed by short period of normal screen then back to black). This does not happen all the time and it doesn't matter if I have mods subscribed to or not. The game still runs and accepts input, it is just the display that goes out. There is no crashing or unresponsive behavior from the software. I installed the newest video and computer drivers but the problem still persists.

Can you replicate the issue? If yes, please explain how you did it.
All I need to do to replicate the issue is load the software again. I am going through the Steam application to load each time.

Looking at all those hangs and crashes at the end of that dxdiag, you may have a Windows issue here. What can you tell us about the history of this problem? I assume the game has not always been. like this for you?

I don't think this is a mod issue but let's rule that out. In your Steam Library right-click on this game and choose Properties. Click on Set Launch Options, and paste this in there:

-noWorkshop -disableMods -force-d3d9

What happens then?

I did put in the commands in the Launch Options window and everything ran normally, but when I close out using "Exit to Desktop" I get an error message saying "Cities.exe has stopped working" even though I already closed the program. There may be a running process on my computer that is causing a problem which isn't always running, but I'm not sure which one it could be.

Even when my game is running just fine, I sometimes get a crash in the middle of it exiting to desktop.

Honestly, why does Cities Skylines take so dang long to exit to desktop? Every other game I own just goes POOF you're back to the desktop.

Okay, it happened again today almost immediately after launching and the interval in which it was going to black was so short that it was very difficult for me to close out using Task Manager. I still had mods disabled when I launched the program. I did notice that this problem only occurs when I'm using my desktop directly and not when I'm using Steam Link to play it on my iPad.

Other than the display going to black periodically, I don’t notice any other issues.

This is outside this game? If so, you certainly have a hardware or Windows problem I'm afraid!

In that dxdiag you have hangs not only in this game but also Steam and Explorer.
