Display goes black after starting Cities: Skylines Steam Version, no crash

1.13.3-f9
What expansions do you have installed?
After Dark, Mass Transit, Parklife, Industries, Sunset Harbor
What mods are you using?
Cannot check list because of issue; still have problems even with no mods installed
Please explain your issue is in as much detail as possible.
When I start Cities: Skylines from Steam, the display cuts in and out on my computer (periods of black screen followed by short period of normal screen then back to black). This does not happen all the time and it doesn't matter if I have mods subscribed to or not. The game still runs and accepts input, it is just the display that goes out. There is no crashing or unresponsive behavior from the software. I installed the newest video and computer drivers but the problem still persists.
Can you replicate the issue? If yes, please explain how you did it.
All I need to do to replicate the issue is load the software again. I am going through the Steam application to load each time.
