Please explain your issue is in as much detail as possible.
As you can see in the Screenshot, i accidentally delted the Highway on my City Border and im not able to rebuld it.

Had attached a toll station to the border's motorway segment and subsequently built a train overpass. After moving the toll station, it was possible to delete the segment with.

Can you replicate the issue? If yes, please explain how you did it.
Load (3 Hours earlier) Savegame and could reprduce it. (See screenshot 2)

And I noticed that I can delete both motorway segments!

That is patch 1.8 and you have 1.13, so much later.

Whether that bug is back, or is a result of one of the mods you have, I do not know, sorry. But I think it will need a mod to fix that particular saved game.

I tried several maps and can't delete the entry roads to any of them.
Maybe consider to upload your output log.

Try and use the following commands before your start your game and tell if it still is broken:
-noWorkshop
-disableMods

Yes, it is not immediately possible to delete the freeway because the non-editable freeway segment still leads into the city as a whole. A new segment was added after adding the road to the highway. As a result, part of the non-editable segment was probably deleted and the external part segment was changed by the new connections. This way you can delete it.
My thesis.

Here a Picute with "no Workshop"-Option and attached outputlog:

index.php

Edit:
I don't know what exactly was changed with the fix back then. And you can extend this fix again.
But the behavior may not be stopped.

It would certainly be easier to just incorporate a routine that will replace the segment when this game hint comes.

In the future I will be more careful with such conversions.

I cannot reproduce this. I've tried a few different cities/maps and did the same you did, but it still won't let me delete the roads sticking outside the unlocked tiled. Your log shows that -noWorkshop is on and that no other mods are present. And that's testing on a brand new save, right? No clue why it won't happen for me, when it does for you without any mods interfering.

Could you attach a save that was made with -noWorkshop and has this happen?

Here the Savegame link and the Attachment.

I guess i figured it out. If cou get it, to set a 10 Tiles Segment with the outside of the Border, it is able to Transform into a normal Highway Asset.

Here i have a Suggestion for a Solution.

Since it is constantly maintained that they cannot reproduce it, I have created the following instructions:

The 3-lane highway element is required for this.
(Or the identical element, it also works with other transport connections, such as rails)

I created them on several cards with the all available mod (on my current card without the mod, I also tried and made it in other areas). Depending on how the section was built on the map, it is possible to delete it.

Freeway cannot be deleted:

Link road: :
HW-Bug-Tuto-2.jpg
part of the freeway, can now be deleted
HW-Bug-Tuto-3.jpg
Delete section again:
HW-Bug-Tuto-4.jpg
Attach a small section of Highway:
HW-Bug-Tuto-5.jpg
Transformation of the non-deleteable section takes place:
HW-Bug-Tuto-7.jpg
After deletion, construction is no longer possible:

Success! I finally managed to do this! It seems like it only happens in very specific situations. I had to extend the highway and add the side road JUST BEFORE the node. That messes with things and unlocks the part of the road that sticks out of the map.

I did this on Green Plains, Foggy Hills and Shady Strands.

@co_emmi Seems like this issue is back under the right conditions.

Confirmed. Easiest solution i could think of would be to block the segment completely if partly outside city bounds and only allow to connect to the node inside.

Edit: another solution could be to not allow two short segments assembling into one longer segment if any part of them is outside

Can confirm the problem, and in further tests with various cards, also detect the problem.

This behavior occurs on cards where a segment from the outside enters a tile straight line.

If the segment is curved (by a curved road), then this does not happen.

Even if the segment ends shortly after the tile boundary, there is no way to make the problem segment editable.

I certainly encountered this problem once after patch 1.8.0. Had to subscribe 'cross the line' to solve the problem.

If your first segment is very short, it will be become the the same segment with the node outside, so when you bulldoze it down, you destroy the connection.

You can also use Move-it to fix the problem.

Drag the node into the tile and then add a piece, CTRL & Z to the original position and possibly, the twisted street with CTRL & Arrow left or right, turn the street node.
