Crash while loading game. Not loading the application file. I can get to the start screen.

What is your game version?
1.13.3-f9

What expansions do you have installed?
After Dark, Green Cities

What mods are you using?
Official Unlimited Money, Official Unlimited Resources, All Milestones Unlocked

Please explain your issue is in as much detail as possible.
I select new game or old game, the game loads about 2/3 of the way and then crash to desktop usually without error message.

Can you replicate the issue? If yes, please explain how you did it.
Every time I start or load a new game.

17347 MB paging file [4 MB free].

Please:

- expand your Windows paging file maximum size to 32gb
- unsubscribe from any mods and assets you don't actually need or use - they all consume memory all the time, even when not in use in the current city
- exit every other app you can before starting the game.
