Please explain your issue is in as much detail as possible.
After selecting "play" through steam then selecting "play" through the Paradox start page, the resulting error is displayed (see screen shot). All drivers have been updated. The game has been uninstalled then re-installed. The current launch options are used: " -limitfps (value) -disablemods -forced3d9 ".

Can you replicate the issue? If yes, please explain how you did it.
All attempts of launching (using and bypassing Paradox and Steam launchers) results in the screen shot displayed.

I do believe you're using a program called Citrix on your computer. It's actually not compatible with the Unity engine which causes the game to crash. Uninstall that, then start the game, it should work fine.
