City loading stuck around halfway

What is your game version?
1.13.3-f9

What expansions do you have installed?
After Dark, Snowfall, Mass Transit, Parklife, Industries

What mods are you using?
Nothing in-game. Only Loading Screen Mod and Save Our Saves after coming across this problem.

Please explain your issue is in as much detail as possible.
The game SUDDENLY wouldn't load my city while I've done NOTHING modifying the game. No mods, no assets, no system-related action, not right after adding new DLCs, just no nothing.

Can you replicate the issue? If yes, please explain how you did it.
Yes it happens all the time

I finally had a chance to test your save, but unfortunately I didn't have any luck getting it to load either. :/ Do you have any older versions of the city? Perhaps an autosave you can recover it from?
