Looks like this old bug has started occurring again. In some instances, citizens simply stand in the middle of the street while waiting for taxi, causing car traffic to slow down. I spotted this by coincidence while checking out a different bug report.
Can you replicate the issue? If yes, please explain how you did it.
Set up taxi infrastructure and wait until this starts happening somewhere. Not sure how to reproduce this more specifically.
