Cities Skylines constantly crashes when trying to load a game

What is your game version?
1.13.3-f9

What expansions do you have installed?
Mass Transit, Industries, Sunset Harbor

What mods are you using?
During my first and second attempts I was running a vanilla version of the game, but after reading a Reddit thread about a similar issue I installed the Loading Screen Mod for a third and fourth attempt.

Please explain your issue is in as much detail as possible.
Pretty much says it all in the title. Whenever I try to start a game in Cities Skylines, it crashes. Sometimes Steam and other apps crash with it. I have other games which crash if there are background apps running so I decided to close as many processes as I could and try again. This time there was no error log file created, which is why there are only 3 error.log files attached.

Can you replicate the issue? If yes, please explain how you did it.

Ran out of memory when only 59% is in use?

Also, when I try to increase my page file the option to change it is greyed out.

Possibly there is not enough free space on that disk to expand it. However how does it say the paging file ins 200mb yet in the errorl.log it is over 17gb?

I have 157GB free on the same drive that Cities Skylines is installed on. For now I've lowered the game's graphics settings which seem to be working fine now that I can narrow the problem down to a lack of RAM/page file available.

I only did the first few steps, didn't change it as I was unsure if it would decrease my page file based off what you found from my error logs and somehow it's now saying 16GB. Anyway, thanks for helping me find the solution (although it seems many others have experienced the same issue with the game which seems to be quite RAM-heavy)!
