Cities skyline will not launch saying app already running

latest downloaded about three days ago on new computer

all have been disabled via steam
Please explain your issue is in as much detail as possible.
The game loaded and played brilliantly on the first opening after being downloaded on a new and upgraded computer. The program ran brilliantly with mods and assets. However, since that first experience the game has no been able to be played and steam says the app is already open and will not stop via steam. A restart will not close the issue
I tried to follow as much information as possible. The steam and cities .exe files have been added as exceptions to virus and firewall protections. Bootlegger files have been added as exceptions to firewalls. No files are in quarantine. All files have been verified via steam. All mods and assets disabled via steam; the game won't load to delete. The game and steam have been uninstalled and reinstalled 3 times. Recommendations from paradox to delete various files have been sought, however the files don't exist.
I am getting really miffed. Feeling rather frustrated that I may have wasted a huge bunch of cash on the game and anew computer only for it to not work.
Can you replicate the issue? If yes, please explain how you did it.
Buy a new computer with greater assets specifically to cater for the game. Load 2 things onto the computer, virus protection and Cities Skylines. Play the game once, then it will not work.
