What expansions do you have installed?
After Dark, Snowfall, Mass Transit, Green Cities, Parklife, Industries, Campus, Sunset Harbor

What mods are you using?
A lot

Please explain your issue is in as much detail as possible.
My game will no longer save. I had no trouble booting the game yesterday, noticed auto-saves were taking a while. Loaded the game again last night and started playing but could not save it just shows the save icon forever and never reached packaging. I have been attempting different fixes today and yet it still cannot save. I deleted a bunch of old saves, unsubscribed from potential problem mods, tried saving to steam cloud, tried saving under an old save, under a brand new save, with auto save. I have uninstalled and reinstalled the game, I have updated windows, I have turned my computer off, I have restarted my computer, nothing works. When the game is loaded it seems to run just fine. Everything is acting normally EXCEPT for saving. Could it be an issue with the save folder? This is driving me nuts please help.

Can you replicate the issue? If yes, please explain how you did it.
The issue replicates itself no matter how hard I try....

This is also happening with a new unmodded test city, is that right?

Please gather both these two informational files, and attach them here:

...\Steam\steamapps\common\Cities_Skylines\Cities_Data\output_log.txt

DXDIAG is a program you run from the Windows search box on the task bar. After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.
