I think the game has simply run out of available memory:

95% memory in use.
16305 MB physical memory [739 MB free].

Why Windows is not paging other stuff out to that huge swap file you have I'm not sure, perhaps it has shifted as much as it can there.

Please:

- unsubscribe from any mods and assets you don't actually need or use - they all consume memory all the time, even when not in use in the current city
- exit every other app you can before starting the game.
