Bus with 22 seat can carry passengers up to 25.

Please explain your issue is in as much detail as possible.
One of newly bus, there is 22 passenger bus. I sometimes see this bus carry more than 22 passengers. See attached image.

Can you replicate the issue? If yes, please explain how you did it.

That's how citizen unit works. All actual citizen capacity always round up to the nearest multiple of 5.
