Vehicle Line Option locked in "By the dam" Sceneraio

Please explain your issue is in as much detail as possible.
For the sceneraio, you won't be able to create new bus routes within the city map upon loading, which should be the case as there is already a bus line and a bus depo set up.
Can you replicate the issue? If yes, please explain how you did it.
1. Launch the game, no mods
2. Launch the sceneraio "By the Dam"
3. Navigate to the Bus Tab upon loading
4. You can't create any new bus lines, the bus line option is locked, as "you haven't constructed a bus depot"
Fun fact, there's a bus depot within the city when the sceneraio is loaded.
