Audio is fading very aggressively

What expansions do you have installed?
All of the above
What mods are you using?
Disabled mods and this still occurs
Please explain your issue is in as much detail as possible.
Sound effects from traffic/the city itself require me to be zoomed in almost completely in order for me to hear it and when a car passes, its sound effects almost dont even fade out, it just cuts out abruptly. I can have the camera right above a two-lane highway and I will barely hear the traffic on the lane closest to me and the lane furthest away will be completely muted even though its literally right in front of me. Ive tried installing the latest audio drivers, reinstalling the game, updating every driver on my PC, switching audio devices, and this still happens. Is this just how the audio in the game was designed?
Can you replicate the issue? If yes, please explain how you did it.
