Cities: Skylines (Steam) - An oil power plant is being built near the DLC oil industry, but there is a shortage of fuel.

What expansions do you have installed?
After Dark, Snowfall, Natural Disasters, Mass Transit, Green Cities, Parklife, Industries, Sunset Harbor
What mods are you using?
Enhanced District Services Building Vehicle Monitor Save Our Saves [READ DESCRIPTION] Achieve It! Empty It! Mod Achievement Enabler Auto-Enable Mods Purchase It! Japanese Localization Mod (日本語化MOD) Automatic Bulldoze v3 Steamy - More Steam controls Extra Landscaping Tools Font Selector
Please explain your issue is in as much detail as possible.
Oil is not supplied to the oil power plant from the special oil zone.
When I checked the connection with the outside, it was all imported.
Is this a bug on the game side ?
Can you replicate the issue? If yes, please explain how you did it.
Even if you built a special oil zone and an oil power plant with only "infinite funds" and "unlock all milestones" and ”Infinite funds” enabled, they were not supplied as well.
It happened even if I did the same thing with the reinstallation.
I asked the Steam Community as well, but I didn't get the correct answer.
