achievements are disabled in fix the traffic scenario

What is your game version?
1.16.0-f3

What expansions do you have installed?
After Dark, Snowfall, Natural Disasters, Mass Transit, Green Cities, Parklife, Industries, Campus, Sunset Harbor

What mods are you using?
none

Please explain your issue is in as much detail as possible.
Whenever I play 'Fix the traffic' scenario, save file says 'Achievements are disabled'
Even though, I just quit without any changes.

Can you replicate the issue? If yes, please explain how you did it.
