Kabe69, all services raise citizen happiness, which lowers the crime rate. You could try shutting down other services too to make the people miserable and turn to crime.

so i had my game saved after like 2 hours of 0 police, loaded that up n have spent the last 2 hours turning things off and trying to get above the 25% crime rate. but the happyness is tyed to people living in the city,
so once they get less services they just abandon the building. and my population plumites in about 4mins. then climbs back up slowly but never moving the crime rate.

i just want the unlock the courthouse not spend my game time reloading a saved game and trying to make it fail , but failing to do so lol

The game has been quite bug free, which is great! That leaves me more time to answer questions about the gameplay :) Here's a few I've collected from this thread, sorry for the wall of text:

To unlock Paradox Plaza, you need to log in to your Paradox Account from the game's main menu. Paradox Plaza will then appear under Decorations build menu in the Parks & Plazas tab.

1) Roads without decorate allow parking spaces. Does parking have any effect on the simulation? Are there any consequences to having a lot of decorative roads with few places to park?

2) I read that specialized industry has both input and output buildings that will balance according to need, also that specialized buildings will get inputs from imports if they need to. If you specialize in a nonrenewable resource that eventually wears out, does that mean all your buildings in that area will swap over to importing that resource? Do imports and exports have any real affect (as in, is there any disadvantage to having more of your industries import than export)? If not, why is it important to place specialized industry around natural resources at all?

3) Recreational Use policy will increase police budget. How does that work if you do it at the district level? Couldn't you simply have all your police stations just outside the district (or have the district circle around them) to avoid this consequence?

Do assets like interchanges count as mods?

I wouldn't have thought so since there are no variables to adjust unlike say a park which allows editing of values such as tourists / how prone it is to fires etc.
I might be wrong though? I haven't gone into too much depth looking at it.

Did you check that your power station or wind turbines are producing enough at all times to prevent brown-outs?

Look for one building of on this own looking for power. In my first game I forgot to give power to my sewage outflow.

Can you run this game slower?
Just pause and the 3 speeds.

I have not seen one yet.
Can i build one lane road?
The only road that is truly one lane is the highway on/off ramp. You can use a 2 lane one-way.

Is there an explanation of the demands system?

In my 3th game i was building a little town and noticed that the demand for commercials aren't increasing. Over the last 7 years the amount of people working in commerce didn't changed, by permanent increasing population. There is still enough space for new commerce and even abandoned buildings, but they don't show any interest. At least the demand for industry is higher than normal so that they can work there.

I'm not sure if it's been tested yet, but as far as I can tell there are no consequences. But if you would like packing lots for looks i've seen some nice ones in the steam workshop.

From what I can see the only change is traffic. If the resources are coming from off map then they have to be shipped in. This can be ALOT of traffic so make sure you have a cargo train nearby.

I just tested this to see if it works. And it does :) Policing costs only go up if the station is in the district. Note that the upkeep shown when you click the building does not change but on the budget it will go up.
