Cities Skylines - how to play off-line (versione installed from Steam)

Dear Sirs,
I am new from Italy on this forum and i ask your comprehension and patience, also for my English very low level.

I have installed today Cities Skylines purchase from Steam.
Only after installing it I thought if it was possible to play off-line without internet connection.
I've been trying a lot but I still did not find a step-by-step procedure and especially updated to get this.

Unfortunately, the cost of internet connection is very high and this simulator requires many hours of learning.
Hope you can help me by connecting me to an updated tutorial (link).
If it is not possible I will be forced to apply for the refund.

@verdelfo , if you close Steam and re-open it, it gives you the option to play in offline mode. Once you select offline mode you can play any game that you've already downloaded on to your computer while you were already online.

All you need to do is press the usual Play button; if it does not seem to work at all, you might want to take a screenshot so it'll help us understand your situation better.

No need for a refund
