Cities Skylines freezes on start, and workshop mods wont show

At startup I get the paradox emblem then the game crashes, if I uninstall and reinstall It will work for a short time, but only the base mods show up. The menu will show you whats in workshop but it wont register in the mods list.

You've probably exceeded the number of mods and assets the game can handle.

In Steam right-click on this game and choose Properties. Click on Set Launch Options, and paste this in there:
-noWorkshop -disableMods

See if the game will start up like that.
