I don't know if they are actually in CS Remastered or not. I don't have a console.

The cars move if you watch the video. The background looks like typical CS background artworks.

Yeah, well, you can say that for every feature. Or Cities Skylines as a whole.

I think it's a good thing that it can be modded in, but it's not a core part of the game.

Perfect balance, IMO.
You'd also achieve exactly the same balance with the feature included, and a mod that made it so the AI behaved exactly the same regardlessly of the time of day, with kids going to school at 3 o'clock at night. Same difference.

As for the actual feature:
The modded day/night cycle doesn't change the length of a CS day, so you actually feel the difference between rush hour, midday, and the middle of the night, for example. You can also have events like soccer games at the stadium that sometimes increases traffic to and from a given place - which doesn't work as well without this mod, when it's just rush hour all the time. Difficulty doesn't really go up, because you still only need to take rush hour traffic flow into account (just like you do without the mod), but immersion greatly benefits. It feels so much more like a real, breathing city.

Oh...that's really interesting, i thought it was just an image.

I noticed an interesting thing: most cars are different but in the last 2 seconds you can see two identical cars one after another.

Why this is interesting?

Because if it was a handcrafted cutscene, they wouldn't do that. The 2 identical cars make me think this could be some in-engine scene since that would definitely happen in the real game! Think about it.

What if they used Cities 2 engine to make this part?

Why do you even keep saying this? Again, you can say this for every single feature in the game, and every argument for or against them. It's a non-argument.
Edit: and that's without getting into how much of my posts weren't even subjective. I point out how days are really long in CS, and how exactly the mod works, and you reply with "well, that's just, you know, your opinion, man". The mind boggles.

It's all subjective, which is why I'm happy that there's a mod to let you see it the way you want, but I don't have to go out of my way to see it the way I like.
