It normally has larger casualties for you 'cause most people don't let their troops fully regen morale. If you forget that in a big war, you're pretty much screwed. ;) You're numbers can go from 20k to 10k after 3 provinces in Egypt from attrition and assaulting. ;) I know this all too well.

The REAL problem is that the AI is either pretty reluctant to raise all the levies or there is a bug hidden beneath.

If you fight someone in 99% of the cases the only holdings with raised levies are the ones of the ruler. If someone joins someone else's claim usually only the part of the levy gets raised which they would have to provide to their liege (the top x percent).

The odd thing is that the AI somehow still manages to raise tens of thousands of men from somewhere o_O

All of this contributes to the fact that there are lategame-cities with 4000 defenders which are pretty difficult to conquer.

They changed that in a patch (might have been 1.07 or 1.06). I believe for balance reasons especially regarding the AI. No the best fix IMHO, but well thats what they've done.

So I can pretty much conclude that everybody has noticed this. I still find it somewhat odd, mainly because the difference in fort level and also the troops stationed. A castle has got bonuses towards heavy troops (including the feared Heavy Cavalry which can wreak havoc) where as a city has got more light troops.
It still doesn't make that much sense to me, just like this
