I would absolutely go crazy (in a good way) if these two games merged. It would create the ultimate city building simulator. To avoid alienating some who hate micromanagement; perhaps a disable option for micromanagement (cities in motion part) could be introduced.

And maybe even sims mixed in too! Like the mayor is a sim and when you earn money you can chose of you want to use it in helping to develop your city more or expand your large villa and add more cooks to your kitchen. Then you will have another thing to spend money on when you earn so much!

Well, making routes, putting stops and then putting a bus on them should be a minimum. At least I would except to have such a minimum management of traffic and public transportation in this new game.
If they can even let us decide the price of tickets on top of it, that would be fantastic.
