Saw you were fishing around for new material and thought I'd throw this out since the ITA tag will be included in 1.4.2. The only dangerous aspect is that ITA will have to be listed as a one province revolter for a short time so that it can be released as a vassal.
I was trying to deal with it like EEP dealt with, Duchy of Berg, Westphalia, etc. Of course this means you'd have to put a NOT= { exists = ITA } on the unification events so it may be too much work.
