As long as I know, cims don't care if they're too well educated or not. I've got cities with over 80% of population highly educated and they're still happy to work for industry.
It seems that the industry area is not close to existing areas and because of that, it'll take more time than normally to get build. If you zone towards the new area from existing zones, you can make the new area grow sooner. After some time it should get build anyway.
there is no difference between office and industrial demand... it is the same thing, displayed pretty clearly in the RCI demand tab. Besides, level 3 industries actually require more educated workers than offices, so that cannot be the case.
It's likely as Antsa41 said, or some other weird glitch.
While this is no difference between office and industry on the RCI bar, there is a big difference in where cims want to work.
Level one industry, so these built on empty sites, and all those in specialized industry areas - which is what is zoned in the OP's screenshot - have the lowest education requirements... which means educated cims will go anywhere else if there is an option.
Its typically overeducation that kills of industry in Skylines at the mo.
It will just be a speculation unless u explain how long have you waited and nothing has happened? Though this might not be any useful, but i can see one of the roads on lower right corner is not connected properly.
