I built an airport using the concourse hubs as satellites. I set up a metro line internal to the airport (used monorail to bring cims to the airport). Inbound traveling cims ignore or don't recognize the metro stations underneath the hub. The only cims flying were those visiting the airport lounges. I know the game recognizes the metro line because I watched cims from my city use the monorail to travel to the airport, debark the monorail, and access the metro from the terminal in order to get to a job in the cargo section of the airport. I wondered if maybe the airport was just too far away from any sites for tourists to read it as an efficient journey to spawn, so I attached the concourse hub to the terminal with a network concourse. Immediately hundreds of cims started visiting. So I'm fairly certain that tourist cims simply don't "see" the metro station underneath each hub.

I am using the most recent version of the game and play on PC.

It could be timing on your part because I did the same with my airport and only saw a few tourists at the most.
I checked it again last night. Built an internal metro system only accessible from the main terminal, and also one connected directly to the city's metro system. Cim residents of the city DO use it ... to go to work at the airport and back (and I can obviously modify the line in the mass transit info menu)--but tourist cims don't even register that the metro stations exist. I'd like to think it's a mod incompatibility, but none of the vanilla YouTube creators I've watched have actually looked at usage on camera. They build the metro and then move on to something else. So there are no resources to confirm whether this is indeed a mod problem or something else.

Thanks ... I have been watching some of the vanilla airport builds to see if the problem is replicated there, but so far I haven't seen any of them actually check to see if cims are using the network they built. I'd rather confirm by elimination whether it's a mod incompatibility (and then go verify) or is a glitch or missing code in the software.

Like I said, I saw only one or two CIMs. It wasn't a whole lot and I haven't seen them since that time. The fact that an outside connect does work means the stations are usable. It could be there's so few of them to register.

I also noticed that too with the online "experts". The set things up then go on to something else.

I already established that the stations work (stated in the OP), because cims in my city are using them to go to work. The problem is that the TOURISTS don't seem to recognize them. If I add a concourse connecting the hub to the terminal I have loads of planes coming in. But if only the metro connects the hub to any other destination, TOURISTS will visit (airport lounges attached to the hub) but they won't use the metro to go anywhere else. I've also been able to establish that the same thing is happening for unmodded users. This is happening in the ultra modern hubs. I'll take a look at the classic and modern hubs later.

I set up a hub (modern style) and it seemed to work fine. Planes parked at the stands and some tourists were walking down the concourse after taking the metro, among locals going to work. There wasn't much traffic because the city I tested on is pretty small, and tourist traffic disperses along various stands at the airport.

Cool ... thank you! I'm going to investigate the other two styles of hubs as well. Maybe it's a glitch with the ultra modern hubs.

Clarification question. You state above ... "tourists were walking down the concourse," and I assume you mean inside the hub? Or is the hub still attached to the terminal by a concourse? Or do you have satellite hubs with concourses attached, but disconnected from the terminal? I'm trying to set up actual satellite hubs like at DIA or elsewhere.

Thank you again for replying.

It's a satellite hub with a bit of concourse network extending out. You can't click on cims when they're inside the hub itself so a bit of network is helpful.

I replied in the Dev Diary too, but might as well add it here. Tourists will definitely travel through the hubs and their metro if that's the only connection, but they may also be using the other aircraft stands of your airport.

You can test it by removing any stands attached to the main terminal, so the only option is the hubs. Then you will force all tourists through them and see they will take that route - but they may just prefer flights that land at your main terminal.
