So I build a city, from ~30.000 ppl I had constant problem with too low unemployment (caused, among others, by too low imigration. Where are those imigrants when for once You need them?). When I hit th 75.000 and unlocked monuments, Isaved, and decided to unlock few "bad" unique buildings, mainly aiming for "Oppresion center". This requires to have >50% unemployment for 5+ weeks. So I dezoned every industrial area I had, and just let it go. Also, for another unlockable, I deleted every police station (it needed >50% crime rate)
Then something weird happened. Unemplyment ofc rose to skylines lvl (91%), but for some reason with the rise of unemployment and crime rate (not to 50%, but from 4 to 18. still a lot though) imigrants started to get into my city as if I moved it to France.
So basically when my city was close to perfect, with ~90% residential happiness, almost noone wanted to live there (~40-60 ppl/week). But then it became hell on earth, then "hey, ho, let's go!" (~300-400 ppl/week)
The only explanation I can think of is that I build 3 monuments, but even with this... for God's sake, there is absolutely no jobs and crime rate is flying high.
Also, it was not temporary, I got it going for ~1,5 months, and it do not seem to stop anytime soon.
