Hi there!
Since release of CIM2 I was enjoying it a lot and every new update just increased the greatness of this amazing game.
However, after completing campaign and playing many community maps I got a bit bored playing CIM2 the usual way by just building a transit system. I wanted to see if it is posible to play CIM2 in totally different way and indeed it is possible!!

CIM2 - City Builder Game

Set Up:
1.Go to map editor and create a map on which you would like to play. (Empty map do not place any buildings or roads)

This is what I came up with:


2. Go to rule set editor and create a new ruleset
After few different tries I found the best combination for me:
General Settings
Time Speed 25% ( I find this value the best because it still allow me to enjoy day and night cycle and I can see rush hours normally and not lasting all day long)
Player effect on city growth 50% (I allways feel that my lines affect the city too much so I like to lower this value)
Private car owner ship 150% ( This is the difficulty setting, Higher percentage means more cars on the road so it will be harder to build good road network as traffic jams gets bigger. You will have to build more complex overpasses to keep your CIMs going smooth to their destination)
City population 150% (Population is also a difficulty setting as higher population means more people on the roads, however be carefull with this one as your city grows all around the map it will give your CPU a hard time so I do not recommend to set this higher than 200%)
All Transport types
Vehicle capacity 200% ( Bigger capacity helps with slower time and it is a bit more realistic)
Depot repair capacity 500% ( Bigger depots yay!! )
NOTE: You can experiment with your own rule-sets and find which values you like the most


This is it!
You are ready to start playing!
Go to Sandbox, select your map, choose your ruleset AND, most importantly, check the unlimited money box (this is the only way possible to play city builder )
Hint for CO: In rule set make it possible to adjust demolishion and road prices, that would be amazing as it would be possible to play with money :)

Start your game:

Set the game speed to maximum time ( I always play at max game speed but you can play as you like)
Build the first road (I usually build two lanes road but it does not matter)


Build few smaller roads connecting the bigger one.

Buildings will pop after you start building your roads. It balances nicely with industry, leisure and residential spawning around.


After that just keep building your fantasy city.


When I reach population of <5000
I start to create one or two bus routes for my city.
At population <20000 i start thinking about the Metro.

Is there any challenges?
Oh yeah there are a lot! Then your population reaches around <10000 trafic jams during rush hours will start to appear. From now you will have to think how to place roads, build highways, underground passes and etc. to keep your city traffic jams free as much as possible.
Before you start playing in the RuleSet you can adjust the Private car owner ship. Higher percentage means harder and more interesting game with many highways and overpasses.


How to control your city?
It is hard to tell your city what to build where you want. However it is possible to control it a bit. Same building categories in CIM2 attracts each other. Industry appears near other industry buildings and etc. So by demolishing buildings you can change what appears where. Lets say you have both industry and residential buildings but you want the neighborhood to be just residential. Destroy all industry buildings in the area and wait for new buildings to pop up if it is residential perfect if not destroy and wait again. Doing this it is easy to define different districts of your city.


When you start industry and residential is usually always in blocks and does not appear in each other

Few other notes:
I have noticed that city grow usually puts to much workplaces and my unemployment is always 0 ( not for students thou)
Because of the unemployment new roads you build tend to generate mostly residential and your favorite high-schools :D



For me playing,like this is even more fun than original city since i see how the city changes from town to metropolis. And also building your transit system from small town is much more fun. Starting with few buses then changing it to trolleys adding trams and latter on then the city grows larger adding the metro system.

The first time I tried city builder game I played on the plain map without any terrain or anything it was very interesting the population reached around 30,000 however i could not continue as it was on my laptop and it was lagging bad. Then i get on my laptop I will show the pics from that city.

I've done something similar several times and works great. This game is a great city builder ;-)

Only problem is that I like to play with money so I have to resort to making cities in the map editor now for the most part. My settings are very similar to yours, though I use 50% time to speed things up a bit.

Yup it is possible to build the city in editor but then it does not feel like city is growing in real time. You do not see how streets are getting filled with more cars as city grows

Could be the replacement for SC4?

Perhaps this an opportunity for CO to clean up in the city builder market.
The awful SimCity 2013, that I paid lot of money for, has not provided the good city builder game that SC4 (SimCity4) users like myself were hoping for. So there must be a market for a good new city builder game. So, what about it CO?

I hear that people in german forums are advancing quickly to be able to change how the game works. If that happens I'm 100% sure there will be modification for city building game as everything is already set up for it and CIM2 needs just few things to become a greeat city builder. For me it is already better than SimCity 5 which is just stupid with such a limited area and stupid AI.

I second this. A city-building expansion pack or even a totally separate game is something I would definitely go for. Enough waiting and too many disappointments by EA/Maxis!

I would love this game to become a city builder plus a transport simulation but I would also like to see a bigger range of buildings. For example, Churches & Hospitals. At the moment Religion and sickness are not permitted in our cities and when creating real cities it makes it hard to simulate the environment without these two fundamental institutions. In saying that I am still getting a great deal of enjoyment using the map editor and the game itself. To the developers,Keep up the good work.

For what ever strange reason I don't have an \AppData\ folder. I am running Win 7, 64 bit. CIM2 is running through Steam, of course.

P.S. I agree with Town Clerk, post #17.

You have it but it is hidden because for a casual PC user that folder is not needed.

While in the folder click Organize (upper left corner) -> Folder and Search options -> click on View tab -> in advanced settings find Hidden files and folders and select Show hidden files, folders and drives -> Apply
Now you should have the AppData folder

Thank you. Got the map now.

EDIT: A fun ride! I am finding that the city builds up quite fast enough at the slow speed:D I hope CO can take the suggestion and make a DLC package that would allow proper "money" usage, plus adding some more building types.
