I have changed my PC for a Notebook and now the game have started to work very slow, like 5 frames per second, even when I setted up the lowest resolution all disabled all the graphics extras. My computer specs :
Lenovo G770
17,3"
i3-2310M
8GB RAM
750GB HDD
ATI6650M-2048MB
Windows Home Premium SP1, with all updates
Cities in Motions with latest patch 1.0.21 installed.

Have you reinstalled the graphic drivers? Get the latest one from the ATI website and give them a try.
Also, if it is a notebook, make sure it is not using the integrated graphics card instead of the ATI (if you have 2 cards that is) :)

Reinstalling the drivers was the first thing i have made (shame, but latest drivers version is from march) and also setting of card selection, to the most powerfull have been made. Even tried to set it up, on the slower card, but it looks exacly the same. Maybe switching dont work corectly, but I dont know how to check, what card does the CiM use. I dont have this problem in other games.

I know the latest is from august, bot strangly, installer always puts the same version, that I allready have. I'm a IT specialist, so I usually don't use the drivers from notebook manufacturers, becose they are always after date. I always use drivers from chipset manufacturers and I did thath in this subject to.

I'm out of ideas. :/
Corrupted driver installation can cause something like that, should you try to uninstall the drivers, reboot, reinstall the latest version to make sure all the driver files are successfully installed?

Do you have any other games installed? Do they exhibit similar behaviours?

Have you tried reverting the drivers to a little bit older version? Sometimes the latest are not doing the best...
I'm pretty sure DNF uses D3D as we use OpenGL. If other games run smoothly, the graphics chip should be powerful enough, so it has to be an issue at the drivers level :/

And yea, I have no idea how to make sure it is using the ATI card also, cause I think you have the intel-integrated gfx card too and that kind of framerate can be justified with it. You should check your laptop documentation how to make sure the right card is used.
In general, having your laptop power saving mode to Performance mode instead of Power saving should be enough.

Ok, I have resolved the problem. I'm not sure if it's CiM or Catalyst fault, but at default Catalyst let you to choose which graphic card is used for selected application. I have setted up the high performance for CiM and other games. It works with other games, but not with CiM. So I checked the options, and the driver allow you to set graphic card according to application or power source. I have changed teh settings for full performace with connected powers source, and that fixed the problem. CiM work on full details with all options at maximum, with about 30fps :D

Thx for giving some ideas how to fix it!
